Harper Declares Candidate Filing Open for August Primary

County Clerk Kathyrne Harper announces candidate filing for the August 7 primary election is now open for the county offices of Associate Circuit Judge, Presiding Commissioner of the County Commission, County Clerk, Clerk of the Circuit Court Ex-Officio Recorder of Deeds, County Treasurer, Prosecuting Attorney, and Collector of Revenue.
Candidates for these offices, along with political party committeemen and committeewomen, are required to file in person at the County Clerk’s Office at the Howard County Courthouse. The last day to file is March 27.
All incumbent candidates for the above-named offices have filed for reelection including: Associate Judge Mason Gebhardt (Republican), Presiding Commissioner Sam Stroupe (Democrat), Circuit Clerk Charles J. Flaspohler (Democrat), Treasurer Susan Keyton (Democrat), Prosecuting Attorney Deborah Riekhof (Republican), and Collector Jinger Felten (Republican). County Clerk Kathyrne Harper (Republican) previously announced she will not seek another term. Republican Shelley Howell and Democrat Abby Innes are the only candidates who have filed for County Clerk so far.
County elected offices are for a term of four years and the salary varies by position. The start date of the term of office is January 1, 2019, except for the County Collector, whose term begins March 1, 2019. Eligibility requirements vary by position. The offices of Collector and Treasurer require the candidate to present a notice of bondability from an insurance company. The offices of Associate Judge and Prosecuting Attorney require a license to practice law in Missouri. Other requirements include the candidate be a registered voter, have no felony convictions, satisfactory payment of all taxes, and be a resident of the County.
Candidates that file on the first day were given a random number to determine the order their name appears on the ballot. After the first day, candidates will be placed on the ballot in the order of their filing time.
Exceptions for in-person filing will be made for candidates that are active duty members of the armed services or unable to appear in person due to physical disabilities.
